Volunteer Work Objective: Dubai Heart Safe City Initiative

Volunteer work and how to perform: 
Volunteer work is an essential part of the 'Dubai Heart Safe City' initiative, where volunteers contribute to building a trained and prepared community capable of responding to sudden cardiac arrest cases outside of hospitals. Volunteers will receive specialized and certified cardiopulmonary resuscitation training (CPR) and the use of Automated External Defibrillators. This training enables them to response quickly and effectively in case of emergencies happening in public places, at work or at home. In case of sudden cardiac arrest, the volunteer will follow a carefully designed rescue protocol that includes performing CPR and using an AED device until professional help arrives. This swift intervention significantly increases the chances of survival and contributes to saving lives, enhancing the initiative’s goal of making Dubai a safer city and reducing death rates caused by such incidents.

Volunteer Agreement term, commencement and end date:
Corresponding to the validity and expiry date of the training certificate issued by the DHA.

Financial costs borne by the Volunteer when performing volunteer work depending on the nature of the volunteering:
The volunteer does not bear any financial costs, as the DHA will provide the necessary training free of charge to volunteers.

The nature of risks associated with volunteer work-:
This kind of volunteer work may involve certain risks that should be taken into consideration. Among the most prominent risks are psychological stress resulting from dealing with critical cases of sudden cardiac arrest, or the possibility of physical injuries while performing CPR in unprepared environments. Volunteers may also face legal or social situations if they intervene without sufficient knowledge or training. The 'Dubai Heart Safe City' initiative addresses these concerns by providing certified training and awareness, which protects volunteers when providing emergency assistance in good faith. These measures aim to reduce risks and promote a safe and encouraging environment for volunteer work.

Third: Volunteer’s Duties and Responsibilities

The Volunteer must:
1. Abide by the volunteer agreement signed between the volunteer and the DHA, as well as any instructions issued by the DHA regarding volunteer work.

2. Complete the volunteer work on time, with sincerity, proficiency and excellence.

3. Respect the customs and traditions of the UA local community and avoid any act that may violate the law.

4. Observe the principles, objectives and regulations of volunteer work applicable at the DHA.

5. Respect other volunteers and the DHA employees and work with them as one teamwork.

6. Observe the limits and objectives of volunteer work, and refrain from interfering with work policies, plans, and strategic program of the DHA.

7. Maintain the tools, equipment, and devices provided to him, and undertake to returning them immediately upon leaving volunteer work or upon the expiry or termination of the volunteer agreement. Moreover, notify the DHA in case of damage or loss of any of these tools, equipment or devices.

8. Fully comply with the rules, instructions and guidelines issued by the Government of Dubia in general and the DHA in particular.

9. At all times, not disclose, disseminate, publish, transfer, circulate, communicate or copy any data, documents, information, reports or otherwise relating to, accessed due to, obtained or received as a result of the volunteer work. Furthermore, undertake to take all the necessary precautions to maintain all the DHA records and documents. Deal with the DHA employees and customers with full confidentiality and not discuss any information that came to his knowledge except the information permitted to be discussed.

10. Take all the necessary precautions to ensure that no information, data, documents, or records are leaked, infringed or accessed by any unauthorized party. Undertake to immediately notify the individuals concerned at the DHA Volunteer Committee in writing in the event of any access or infringe of the information by others for whatsoever reason.

11. In case of resigning from volunteer work, notify the individuals concerned at the DHA Volunteer Committee at least two weeks prior to resigning.

12. Upon the completion of the assigned volunteer work, return all documents, papers, materials, items, programs, or any other property in his possession related to volunteer work, whether containing confidential information or otherwise.

13. Report to the individuals concerned at the DHA Volunteer Committee any incident or injury in which he is involved during the volunteer work term.

14. Complete the approved training program in Cardiopulmonary Resuscitation (CPR) and the use of Automated External Defibrillators (AED) and obtain valid certified qualifications.

15. Attach the approved certificates for registering in volunteer work to obtain license to provide the necessary Cardiopulmonary Resuscitation (CPR) and to use of Automated External Defibrillators (AED) in cases of sudden cardiac arrest.

16. Provide emergency intervention in accordance with the protocols and guidelines applicable in the Emirate of Dubai without breaching the law or committing any violation or illegal action.

17. Not perform any medical intervention out of the scope of Cardiopulmonary Resuscitation (CPR) and the use of Automated External Defibrillators (AED).

18. Comply with all the conditions, regulations, procedures, and similar requirements set by the DHA in accordance with applicable legislation and the requirements of volunteer work.

19. Fulfill all the necessary requirements of participating in volunteer work as per the DHA standards, including the following:
• Submitting the required identification documents proves that the volunteer is a UAE citizen or resident and holder of a valid Emirates ID.
• The volunteer is 18 years old and above. However, the underage volunteer must provide parental or guardian consent.
• Have good conduct and behavior and not having been convicted of a felony or a crime involving dishonesty and breach of trust, unless the volunteer is rehabilitated. • Free from any infectious or contagious disease, ailment, or any other illness that may affect the performance of volunteer work.
• Medically fit to perform volunteer activities. • Registered with the Community Development Authority to engage in volunteer work.

Fourth: Volunteer’s Rights

1. The volunteer activities assigned to the Volunteer must be appropriate to his qualifications, intellectual and physical capabilities and protect the Volunteer from any sort of harm.
2. To be informed of the nature of the volunteer activities he will perform.
3. To be informed of the internal regulations of volunteer work applicable at the DHA and any other entity is determined by the DHA.
4. To be treated with respect and appreciation by all employees of the DHA and be treated equally to other Volunteers without discrimination.
5. To be provided with a suitable environment that enables the Volunteer to perform the Volunteer Work assigned to him in the best possible manner.
6. To obtain training certificates approved by the DHA upon the completion of the Volunteer Work in which he participated.
7. Not be assigned to perform the regular work and business of the DHA or the work related to its organisational functions.
8. Any other rights stipulated in the Volunteer Agreement.

Fifth: Liabilities and Precautions

Volunteer’s Liability: The Volunteer shall be exempt from civil and criminal liability to the same extent as the DHA employees, provided that all necessary conditions and requirements for exemption from liability are met, particularly the following:
1. to be registered with the CDA;
2. to have a valid Volunteer Agreement with the DHA;
3. to have received adequate training, and not to performed Volunteer Work beyond the scope of his training;
4. to have performed Volunteer Work in good faith and with the aim of performing volunteer work identified in the Volunteer Agreement, and not to derive any personal reward or gain;
5. not to have committed any act of negligence or fault.
DHA Liability: The DHA will be liable towards third parties for the outcomes of the volunteer work assigned and performed by the Volunteer.
Precautions: According to the provisions of legislation applicable at the Government of Dubai regarding volunteer work, and the decisions issued by the Volunteers Affairs Committee which is formed by the Resolution of Director General of CDA as per the provisions of the Law No. (5) of 2018, Regulating Volunteer Work in the Emirate of Dubai, and its Implementing Regulation.

Six: Volunteer Work Expiry

Volunteer Agreement expires in any of the following conditions:
1. upon completion of the Volunteer Work, or expiry of the term of the Volunteer Agreement or expiry of the training certificate;
2. where one party to the Volunteer Agreement notifies the other party of their intention to terminate the Volunteer Agreement prior to its expiry, provided that this notification is in writing and is sent within two weeks at least prior to the termination of the Volunteer Agreement;
3. where either party to the Volunteering Agreement breaches his obligations thereunder;
4. where the Volunteer dies or suffers an illness that prevents him from performing the volunteer work; or
5. where a custodial sentence is imposed on the Volunteer pursuant to a definitive court judgment.

Seventh: General Conditions

1. This Volunteer Agreement and other related procedures, requirements and prerequisites are subject to and governed by the provisions of the legislation enforced in the UAE and the Emirate of Dubai.
2. This Volunteer Agreement is executed in two original counterparts in Arabic Language. Each Party shall receive one original copy for their records and to act accordingly.
